Full market value report
Detailed valuation report with in-depth review, research and a clearly reasoned derivation of the market value.

Bautzen, Radeberg or Kamenz: very different markets lie close together in this district. I value the specific property rather than working with averages, and clarify with you in advance which valuation fits.
Jens Krüger · Let’s talk: +49 351 795 24 61
Full market value reports, short-form valuations and pre-purchase consultations for houses, flats, land, apartment buildings and commercial and industrial property in the Bautzen district – handled personally by Jens Krüger, Dipl.-Wirtsch.-Ing. (FH), with more than 20 years of valuation practice and over 700 valuation instructions.
For resold flats built from 1991 onwards, the valuation committee gives averages of €1,596/m² in Radeberg and €1,081/m² in Hoyerswerda. Whether near Dresden or in the north of the district: what matters is the sub-market and the property, not the district average.

The valuation committee expressly describes the geographical distribution of transactions as uneven. Three findings from its latest market report:
2024: 2,944. A recovery after the slump in 2023, without returning to the activity level of 2021.
Average from 340 sales – new-build first sales averaged €4,894 per m².
Average purchase at €1,215 per m², resale at €2,073 per m² – excluded by the valuation committee from its derivations.

The instruction stays professionally in one pair of hands: from the first conversation through the site inspection and market data analysis to the report and any follow-up questions.

Dipl.-Wirtsch.-Ing. (FH) · property valuation expert
Working in property valuation since 2005. A background in both construction and business: the property market, building, use and economic factors are assessed together.
For law firms, professional guardians, estate administrators and companies: valuations for professional clients. Encumbrances such as usufruct and rights of residence or a heritable building right are taken into account depending on the purpose of the valuation.
In 2024/2025, 5,973 purchase contracts were recorded – around 10% fewer than in 2022/2023. Transaction volume, on the other hand, rose by around 5% to about €784m. In 2025, 3,029 transactions and a transaction volume of €444.93m were registered. After the marked slump in 2023, this shows a recovery, without the market returning to the activity level of 2021.

The valuation committee also points out that adverse trends in demand can hit simple locations in particular. In its assessment, economical unit and floor sizes and designs with efficient operating costs tend to hold up in the market; oversized properties with high operating costs may be more affected by market corrections.

The district comprises 57 towns and municipalities covering around 2,396 km². In 2025, 226 transactions were registered in Bautzen, 205 in Radeberg, 181 in Hoyerswerda, 132 in Kamenz and 65 in Bischofswerda. Ottendorf-Okrilla with 129, Großröhrsdorf with 119 and Lohsa with 103 transactions also form relevant local markets.

The market report expressly describes the geographical distribution as uneven: there are many transactions in Bautzen and around Dresden, while rural municipalities often have few sales. Radeberg therefore needs to be considered separately as a market close to Dresden; Hoyerswerda and the north of the district, on the other hand, are more strongly shaped by the structural change in Lusatia and the emerging lake district.

The valuation committee deliberately does not publish a simple house price for the whole district. For a remaining useful life of up to 40 years, average prices per m² of living area range from €1,181 to €2,323/m², depending on the standard land value level. For remaining useful lives of 41 years or more, they range from €1,863 to €3,676/m².

The age of the building also makes a big difference. For houses built between 1900 and 1944, the published averages range from €1,027 to €2,102/m², depending on remaining useful life and land value level. For 2011–2020, €2,366 and €3,455/m² are reported. These figures are not a price list; they show how strongly location, remaining economic life, age and state of modernisation interact.

In 2025, 422 transactions involving flats and commercial units with a transaction volume of €54.71m were registered. For flats, there were 340 resales averaging €1,111/m²; 59 new-build first sales averaged €4,894/m².

For resales of buildings up to 1990 – excluding prefabricated-panel and block buildings – the average was €1,298/m² in Bautzen and €1,809/m² in Radeberg. For buildings from 1991 onwards, the report gives €1,305/m² in Bautzen, €1,596/m² in Radeberg, €1,086/m² in Kamenz and €1,081/m² in Hoyerswerda.
Particularly interesting are 89 so-called quick resales in 2024/2025: flats were resold within less than a year without any known refurbishment or renewal, at considerable mark-ups. The average price was €1,215/m² on purchase and €2,073/m² on resale. The valuation committee excluded these cases from its valuation-relevant derivations. This shows why individual purchase or asking prices cannot be used as comparables without being checked.

According to the valuation committee, the land price index for residential land is expressly to be understood only as an average for the whole district. For standard land value levels up to €30/m², the index rose from 100 in 2015 to 185 in 2025, and to 178 for higher levels. For the specific valuation, the valuation committee itself recommends examining the trend in standard land values in the area concerned.
In addition, from a standard land value level of €30/m², an effect of plot size on the relative purchase price was demonstrated. A standard land value therefore cannot simply be multiplied by the plot area. It relates to a defined reference plot; differences in the specific plot have to be assessed professionally.

The building and settlement structure is strongly shaped by historic buildings. The report particularly highlights the regionally typical Umgebindehaus construction (a traditional timber-frame house type of Upper Lusatia). For 2024/2025, only four unrefurbished Umgebinde and half-timbered houses could be analysed statistically – a good example of why special properties should not be valued using blanket market averages.
Economically, the district ranges from rail vehicle manufacturing in Bautzen and battery production in Kamenz to new research and production projects in the north of the district. At the same time, the coal phase-out is changing Lusatia. Geographically, the district extends from Dresden’s sphere of influence through the Upper Lusatian countryside and uplands to the heath and pond landscape and the former mining landscapes in the north. These differences are part of placing a property in the market, but never justify blanket premiums or discounts.

For detached and two-family houses, the valuation committee derived a property guide value (Immobilienrichtwert) from 511 re-evaluated transactions from 2022 to 2025. The regression model takes into account plot size, standard land value, living area, basement, standard of fittings, remaining economic life and contract year, and achieves an adjusted coefficient of determination of around 0.77.

The valuation committee expressly states that the property guide value does not correspond to the market value under § 194 BauGB. Special property-specific characteristics, outbuildings, construction defects and building damage, and rights and encumbrances must also be taken into account. This is precisely where the line runs between good market orientation and a property-specific market valuation.

Radeberg and the Dresden area differ from Hoyerswerda and the north of the district. Historic Umgebinde houses require a different approach from standardised modern detached houses. For flats, conventional apartment buildings, prefabricated-panel and block buildings and new builds must be kept separate. For land, the specific standard land value zone also comes into play.
For the market value of a specific property, the appropriate market data is therefore selected first, and then micro-location, plot, year of construction, structural condition, modernisation, fittings, floor areas, letting and rights and encumbrances are taken into account.

From my Dresden office, I value property throughout the Bautzen district – in Radeberg, Ottendorf-Okrilla and Großröhrsdorf near Dresden as well as in Bautzen, Bischofswerda and Kamenz, up to Hoyerswerda and Lohsa in the north. As an expert, I also work throughout Saxony, for example in Dresden, Radebeul, Freital, Pirna and Meissen, in Freiberg and Döbeln, and in Chemnitz and Leipzig.
Radeberg needs to be considered separately as a market close to Dresden, while Hoyerswerda and the north of the district are more strongly shaped by the structural change in Lusatia. In addition, there are regionally typical special properties such as Umgebinde houses, for which blanket market averages are not enough.
Individually and specifically for the property. For 2024/2025, the valuation committee was only able to analyse four unrefurbished Umgebinde and half-timbered houses statistically. With so few cases, blanket market averages do not hold up – construction, condition and location have to be recorded and assessed specifically during the site inspection.
No. The property guide value for detached and two-family houses is based on 511 re-evaluated transactions from 2022 to 2025. The valuation committee itself states that it does not correspond to the market value under § 194 BauGB – outbuildings, construction defects and building damage, and rights and encumbrances must also be taken into account.
No. The standard land value is an average location value for a model plot within a standard land value zone. The specific plot may differ from it.
Yes. Besides residential property, I value apartment buildings, mixed-use buildings and commercial, production and industrial property.
That depends on the occasion, the type of property and the depth required. Before you instruct me, we clarify together which scope suits the purpose.
The property markets in Saxony differ considerably. The following market pages are therefore organised according to the responsible valuation committees and follow a consistent structure.
The locally responsible valuation committees keep purchase price collections, determine standard land values and derive other data required for valuation.
A standard land value is not the market value of a specific plot. It relates to a model reference plot within a zone. Differing plot characteristics and the specific market situation have to be examined in the valuation.
