Full market value report
Detailed valuation report with in-depth review, research and a clearly reasoned derivation of the market value.

From Freiberg to Döbeln: Central Saxony is large, and its markets are different. I value your property personally and tell you in advance which valuation is enough for your purpose.

Full market value reports, short-form valuations and pre-purchase consultations for houses, flats, land, apartment buildings and commercial and industrial property in the Central Saxony district (Mittelsachsen) – handled personally by Jens Krüger, Dipl.-Wirtsch.-Ing. (FH), with more than 20 years of valuation practice and over 700 valuation instructions.
In Döbeln town centre alone, standard land values outside development plan areas range from €28 to €205/m². In Central Saxony, what matters is therefore the correct standard land value zone and your specific property – a district value is of no help.

For its latest market report, the valuation committee analyses three years of transactions. Three findings show how far apart values in the district are:
around ten per cent fewer than in the previous analysis period.
unrefurbished compared with refurbished – condition changes the price level many times over.
Even within Freiberg, values are moving differently: Loßnitz fell from €77 to €64 per m², while the Zug locality rose from €57 to €70 per m².

The instruction stays professionally in one pair of hands: from the first conversation through the site inspection and market data analysis to the report and any follow-up questions.

Dipl.-Wirtsch.-Ing. (FH) · property valuation expert
Working in property valuation since 2005. A background in both construction and business: the property market, building, use and economic factors are assessed together.
For law firms, professional guardians, estate administrators and companies: valuations for professional clients. Encumbrances such as usufruct and rights of residence or a heritable building right are taken into account depending on the purpose of the valuation.
The 2026 property market report analyses the years 2023 to 2025. In this period, 9,419 purchase contracts were recorded – around ten per cent fewer than in the previous analysis period.
around €773m transaction volume
around 4,922 ha · approx. €165m
Transaction volume in the analysis period
For 2025, the district describes the number of transactions as roughly unchanged on 2024. At the same time, a larger area was sold, while the total purchase price paid was lower. This shows why a single volume or price figure does not fully describe the market.

The number of flat sales fell compared with the previous analysis period. At the same time, the valuation committee reports price increases in certain first-sale segments. For refurbished period buildings in rural areas, the average price per m² of living area rose from €2,841 in 2021/2022 to €3,299 currently. For new-build flats in the towns, the average rose from €2,791 to around €3,782/m².

These figures are expressly not general flat prices for Freiberg, Döbeln or Mittweida. They relate to defined first-sale segments. Resales, new builds and refurbished period buildings must be considered separately in a property valuation.

The published examples of building factors make clear how different the analysed purchase prices are even within the same building type. For detached houses built before 1919, the current analysis gives an average of €222/m² for unrefurbished, €815/m² for partly refurbished and €1,764/m² for refurbished properties. For detached houses built between 1990 and 2011, averages of €850, €1,358 and €1,918/m² are given, depending on fittings or condition.

These figures are not blanket house prices for the district either. Rather, they show why a property valuation must take into account the specific condition of the building, modernisation, fittings, plot and location. A value per square metre from an age or condition class cannot simply be multiplied by the living area of any house.

The standard land values as at 1 January 2026 were determined on the basis of transactions in 2024/2025. Central Saxony is divided into around 6,200 standard land value zones. For building land alone, 1,749 purchase contracts were examined. Most building land transactions were in Döbeln and its districts (188), followed by Freiberg and its districts (171).

These ranges alone show that there is neither “the standard land value for Freiberg” nor a meaningful blanket land value for Central Saxony. Standard land values also change within individual towns and districts. In Freiberg-Loßnitz, for example, the standard land value fell from €77 to €64/m², while the Zug locality rose from €57 to €70/m². In Roßwein, published zone 13 fell from €85 to €41/m²; in Burkersdorf near Burgstädt, the value rose from €27 to €41/m².
For a specific land valuation, the correct standard land value zone must therefore be identified and it must then be examined how the subject plot differs from the characteristics of the reference plot.
Standard land value and land value – what is the difference? →

Freiberg is the administrative seat of the district and, with the TU Bergakademie (University of Mining and Technology), also an important university and business location. Particularly tangible for the property market is the high level of activity in building land: Freiberg and its districts accounted for 171 examined building land transactions in the standard land value analysis. The town centre has several standard land value zones between €50 and €132/m². The differences between Loßnitz and the Zug locality alone show that a differentiated view is needed even within the town.
With 188 examined building land transactions, Döbeln and its districts have the highest number in the district. In the town centre, the published standard land values – outside development plan areas – are between €28 and €205/m². A single figure “for Döbeln” would therefore not meaningfully reflect this spread.
Alongside Freiberg, Mittweida is another university town in the district. For the town centre, the valuation committee gives standard land values between €39 and €64/m². For the specific property valuation, the property type, micro-location and property-specific characteristics are also decisive.
Towns such as Frankenberg, Burgstädt, Hainichen, Flöha, Brand-Erbisdorf, Oederan and Roßwein are also part of my area. They are deliberately not given blanket price figures here where the published data does not provide a comparable local analysis. For a specific valuation, the local market data available is researched for the specific property.
Regional context: Landkreis Mittelsachsen; economic information of the district and official standard land value data.
The official data shows very clearly why a regional average figure is not yet a property valuation.
For flats, first sales, resales, new builds and refurbished period buildings differ. For houses, year of construction, state of refurbishment and fittings change the observed price level considerably. For land, the specific standard land value zone is decisive. For every property, there are also micro-location, plot shape, floor areas, structural condition, modernisation, letting and rights and encumbrances.
The published figures therefore serve as a first market orientation. For a specific property, classification takes place as part of a property-specific property valuation or market valuation.

Central Saxony has a diverse mix of sectors, strongly shaped by medium-sized businesses. The district particularly highlights its technically oriented manufacturing, its central location in the Free State, more than 80 serviced commercial areas and its two universities, TU Bergakademie Freiberg and Hochschule Mittweida.
No blanket effect on prices can be derived from this for property valuation. What is relevant is that different urban, commercial and rural sub-markets overlap within a large, mainly rural district. Market figures are therefore only used where the reference area and property segment actually fit the property being valued.

The market data on this page is based on the Landkreis Mittelsachsen announcement of 21 May 2026 on the newly adopted standard land values and the 2026 property market report, and on further official information from the district. The underlying property market data relates to the 2023 to 2025 analysis period; the standard land values apply as at 1 January 2026.
The data is put into context editorially and is not used as a substitute for an individual property valuation.
From my Dresden office, I take on valuation instructions throughout the Central Saxony district – in Freiberg and Brand-Erbisdorf, in Döbeln, Roßwein and Hainichen, in Mittweida, Rochlitz, Burgstädt and Frankenberg, and in Flöha and Oederan. I also work throughout Saxony, including Dresden, Radebeul, Freital, Pirna and Meissen, Bautzen, Chemnitz and Leipzig.
Freiberg and Döbeln record the most examined building land transactions in the district. For smaller towns such as Hainichen, Flöha or Brand-Erbisdorf, the publication does not provide a separate local analysis – there, I research the available local market data for the specific property.
No. Central Saxony is divided into around 6,200 standard land value zones, and Freiberg town centre alone has standard land values between €50 and €132/m². For a plot, the correct zone must first be determined and then it must be examined how the plot differs from the reference plot.
No. The figure is the average for new-build flats in the district’s towns on first sale. Resales, new builds and refurbished period buildings are separate segments; for a specific flat, the appropriate segment must be used.
No. The standard land value is an average location value for a model plot within a standard land value zone. The specific plot may differ from it.
Yes. Besides residential property, I value apartment buildings, mixed-use buildings and commercial, production and industrial property.
That depends on the occasion, the type of property and the depth required. Before you instruct me, we clarify together which scope suits the purpose.
The property markets in Saxony differ considerably. The following market pages are therefore organised according to the responsible valuation committees and follow a consistent structure.
The locally responsible valuation committees keep purchase price collections, determine standard land values and derive other data required for valuation.
A standard land value is not the market value of a specific plot. It relates to a model reference plot within a zone. Differing plot characteristics and the specific market situation have to be examined in the valuation.
