What makes Potsdam special as a property market

Potsdam is not merely part of the Berlin commuter belt. The city forms a property market in its own right with its own economic, scientific, cultural and settlement structure. At the end of 2025, 188,288 people lived on 187.7 km² within the city. The historic city centre, Babelsberg, villa districts, waterside locations, extensive park and palace landscapes, post-war quarters and the northern districts create very different sub-markets.

Royal residence and World Heritage. Its historical development as a Prussian royal residence still shapes the building stock today. The parks and palaces have been a UNESCO World Heritage Site since 1991. For property valuation, this is not just a tourist backdrop: listed-building status, ensemble effect, historic building fabric, views, green space and water frontage and limited development options can significantly shape the market position of individual plots.

Water and landscape. Potsdam is strongly structured by the Havel, lakes, canals and large green areas. The valuation committee expressly treats waterside locations as a special market case. For building plots with direct or indirect water access, seven usable sales were analysed for 2021 to 2025; the average purchase price was 1.4 times the respective standard land value.

Science, media and the knowledge economy. The University of Potsdam, the University of Applied Sciences, the Film University Babelsberg, the Hasso Plattner Institute and numerous non-university research institutes shape employment and demand. Babelsberg combines film production, media technology and the creative economy. According to the city, around 200 companies with more than 4,500 employees work in and around the Babelsberg media city.

Close to Berlin, but not the same as the Berlin market. Potsdam borders directly on Berlin and is closely linked with the metropolis via the S-Bahn and the A 115 and A 10 motorways. Nevertheless, Potsdam purchase prices are not derived from Berlin figures. The local valuation committee keeps its own purchase price collection and publishes its own standard land values, market adjustment factors, comparison factors and property yields.

Urban development. Bornstedter Feld, Babelsberg and Krampnitz show that Potsdam is both a historic city and a growing one. For Krampnitz, a development-influenced standard land value of €900/m² was published as at 1 January 2026 for an urban area (Urbanes Gebiet) with a GFZ of 1.3. Redevelopment and development area law can be directly relevant to value.

The Potsdam property market revived markedly in 2025

The 2025 property market report analyses all purchase contracts concluded by the end of 2025 and received by 15 February 2026. In total, 1,249 contracts were registered – 29% more than in the previous year. Transaction volume rose by 14% to €833.6m. Potsdam therefore accounted for around 12% of total transaction volume in Brandenburg.

The recovery is broad, but not evenly distributed. For developed plots, the number of sales rose by 31%, while transaction volume increased by 5%. For flats, transaction volume increased by 41%. Detached and two-family houses and villas together accounted for 140 sales, terraced and semi-detached houses for 110. Apartment buildings fell by 30% compared with the previous year, to 19 sales.

The valuation committee’s maps show the main focal points of transactions and volume in the Potsdam district and in Babelsberg. For flats, around 71% of all sales were in Potsdam, Babelsberg and Drewitz.

No price forecast

The valuation committee describes the market it observes and expressly makes no forecasts of future market developments. This page, too, uses the data to place properties in the market – not as a prediction of future prices.

Potsdam is highly differentiated geographically

The valuation committee distinguishes, among other things, between the inner and outer city area and classifies residential locations from simple to very good. The criteria include the quality and image of the residential environment, streetscape and open spaces, social infrastructure, public transport, distance from the centre, conflicts of use, emissions and proximity to water and landscape.

Good to very good residential locations are often characterised by high-quality, spacious development, good infrastructure and a high-quality urban environment; often there is also proximity to water, landscape or the World Heritage Site.

The urban structure ranges from the historic city centre and the Brandenburger Vorstadt through Babelsberg, Bornstedt, Nedlitz and Golm to Groß Glienicke, Fahrland, Neu Fahrland, Marquardt and Sacrow. Plot sizes, development density, land value level and demand structure differ markedly.

For the valuation, this means that a property in Babelsberg, a villa in a waterside location, a house in Groß Glienicke and a house in Fahrland do not belong in the same comparison framework simply because they share a city address.

From plots for houses to multi-storey residential development

As at 1 January 2026, the valuation committee adopted 105 standard land values for serviced building land free of charges in residential, commercial and mixed areas, and six values for building land in recreational areas. Ten standard land values were changed compared with the previous year; the rest remained unchanged.

standard land value level 1 Jan 2026

Mixed area, Potsdam city centre€1,000–1,800/m²

standard land value level 1 Jan 2026

The actual purchase prices for serviced residential building land show the geographical spread. For 2023 to 2025, 47 sales were analysed in the inner city area: €370 to €1,035/m², averaging €650/m². In the outer city area, 19 sales were between €115 and €685/m², averaging €435/m².

For multi-storey residential development, the level of development is decisive as well as the location. For simple to average residential locations, five sales averaging €785/m² were analysed; in good to very good residential locations, six sales averaging €1,230/m². The valuation committee publishes its own conversion coefficients for adjusting to different GFZ values.

Commercial building land. Because there were only four sales in 2025, the report publishes standard land value ranges: Potsdam/Nedlitz €350–900/m², Babelsberg/Drewitz €150–750/m², Golm/Bornim €100–150/m² and Marquardt/Fahrland €100–200/m².

Water access. Seven usable building plots with direct or indirect water access gave an average factor of 1.4 to the standard land value in 2021–2025; the observed ratios range from 100 to 245%.

Houses: a stable price level, but big differences between properties

The valuation committee describes the housing market in 2025 as largely stable. For a house with an average to good overall visual impression, the average total purchase price was €761,000; the average price per m² of living area was €5,245. Most sales were in the Potsdam and Babelsberg districts and in Groß Glienicke and Fahrland.

The age bands show why the average must not be used as an individual value. Median prices per m² of living area in 2025 were €4,540 for buildings before 1960, €4,430 for 1960–1990, €5,280 for 1991–2001 and €5,350 for 2002–2020.

For the cost approach, 48 suitable transactions from 2025 were analysed. The average market adjustment factor is 1.06, with a sample range of 0.69 to 1.47. The inner and outer city areas were close together, averaging 1.07 and 1.05 respectively.

The Potsdam comparison factor matrix is particularly informative. It shows prices per m² of living area as a function of living area and land value level and contains adjustments for basement, plot area and remaining useful life. The report therefore provides a much deeper basis for valuation than a single average price.

For let houses, on the other hand, the data is thin. The average property yield of 1.8% is based on only ten transactions and is expressly described as orientation.

Historic villas are not an ordinary housing market

Potsdam has a pronounced stock of villas from the 19th and early 20th centuries. The valuation committee therefore expressly examines villas and country houses separately. In 2025, 27 sales were registered; transaction volume was €79.9m, well above 2024.

Large residential villas > 300 m²€7,000/m²

Median · 17 cases · 2023–2025

For small residential villas and country houses with up to 300 m² of living area, the median price per m² of living or lettable area in 2023–2025 was €6,940. For large residential villas over 300 m² with a commercial rental share of no more than 20%, the median was €7,000/m². In both groups, the ranges extend to over €10,000/m².

The model boundary is important: small villas of up to 300 m² without water access can be included in the comparison and market adjustment factors for houses. Large villas, waterside plots and mixed-use villas, on the other hand, require separate consideration.

Flats are Potsdam’s largest transaction market

746 sales of flats made up the largest share of Potsdam transactions in 2025. Transaction volume reached €294.5m. For flats and commercial units, Potsdam thus accounted for around 23% of state-wide transaction volume and 16.5% of the number of contracts.

Median first sale · 5 cases

Resale, period building before 1960€4,650/m²

Median · 170 cases

The market report consistently separates first sales, conversion sales and resales. This separation is professionally important. Refurbished listed period buildings on first sale achieved a median of €8,690/m² in 2025. Newly built flats from 2023 onwards were at €7,580/m² in average residential locations and €10,905/m² in good to very good locations – although the latter figure is based on only five sales.

For resales, refurbished period buildings before 1960 were at €4,650/m². Flats built between 1960 and 1990 reached €3,395/m². For buildings from 1991 to 2022, the median ranges, depending on residential location, from €2,875/m² in simple locations through €3,865/m² in average to €5,340/m² in good to very good locations.

For flats, the valuation committee derived a comparison factor matrix on the basis of 700 transactions from 2024 and 2025. It takes into account, among other things, living area, land value level, year of construction, remaining useful life, parking, floor level, lift and letting. For vacant flats, the adjustment factor compared with the let reference property is 1.13; if the parking option included in the reference property is missing, the factor is 0.89.

For let flats, an average property yield of 1.3% and an average gross income multiplier of 30.9 were derived from 174 transactions. According to the valuation committee, the negative individual property yield values occurred particularly with modernised period buildings.

Investment property: the model and property type are decisive

In the Potsdam report, apartment buildings are classed as rental buildings with at least three flats and a commercial rental share of no more than 20%. In 2025, 19 sales were registered. Transaction volume was €88.5m. The properties shown for the year-on-year comparison were much smaller in 2025 than in previous years, which is why the average total purchase price alone is not a suitable trend indicator.

For apartment buildings in average to good structural condition, the median price per m² of lettable area in 2025 was €2,960. The average property yield from 30 transactions in 2023–2025 is 2.5%, the average gross income multiplier 23.8. The valuation committee reports a significant influence of the purchase date on the property yield; in the analysis, the yield also rises with remaining useful life and residential/commercial area.

Mixed-use buildings. With a commercial rental share of 21–79%, 15 transactions were used for the yield analysis. The average property yield is 2.7%, the gross income multiplier 23.2.

Office and commercial buildings. With a commercial rental share of 80–100%, the yield analysis is based on twelve transactions. The average property yield is 4.0%, the gross income multiplier 17.7. These figures must not be swapped between property types.

Potsdam’s commercial market is heterogeneous – and the data is correspondingly differentiated

The market report distinguishes mixed-use buildings, office/commercial buildings, supermarkets and commercial and industrial property. In 2025, 41 commercial buildings were sold. Transaction volume in this segment was €152.9m.

Mixed-use building · average€2,585/m²

Median · 9 cases · 2025

Warehouse/workshop buildings€1,075/m²

Median · 7 cases · 2023–2025

For mixed-use buildings with a commercial rental share of 21–79%, the 2025 median was €2,585 per m² of lettable area in average structural condition and €4,870/m² in good to very good condition. Office and commercial buildings with a commercial rental share of 80–100% had a median of €2,200/m² in average condition.

For commercial and industrial property, seven purchase contracts with a total area of 7.0 ha and a transaction volume of €44.3m were registered in 2025. Because of the different locations and uses, the valuation committee refrains from making a blanket overall statement. For warehouse and workshop buildings, there are seven cases for 2023–2025 with a median of €1,075 per m² of commercial area.

This restraint is professionally important. A media site in Babelsberg, an office property, a craft business, a production property and a warehouse follow different market mechanisms. With commercial and special-purpose property in particular, the analysis of the property and location is more important than a supposedly simple figure per square metre.

Potsdam provides unusually in-depth valuation data – but it must be used in the right model

The Potsdam property market report is particularly rich for property valuation. Besides purchase prices and standard land values, the valuation committee publishes market adjustment factors, comparison factors, property yields, gross income multipliers, price index series, GFZ conversion coefficients and detailed model descriptions.

Cost approach. For houses, the model uses a total useful life of 80 years. The regional factor is 1.0. Usual external works are applied at 4% of the provisional cost value of the main building. Garages, carports, roof geometries and special property-specific characteristics are treated according to the published model rules.

Income approach. The published property yields are based on model-consistent purchase prices and net income. In the model, the total useful life is 80 years for apartment buildings, mixed-use buildings, houses and flats, 60 years for commercial buildings and 30 years for supermarkets, among others. The risk of rent loss is applied at 2% for residential and 4% for commercial use.

Operating costs. For 2026, the report gives, among other things, management costs of €367 per dwelling for residential buildings, €439 per flat and €48 per garage, carport or underground parking space. Maintenance costs in 2026 are €14.4/m² for dwellings, €4.3/m² for warehouse, logistics and production halls, €7.2/m² for supermarkets and €14.4/m² for office, practice and commercial space.

Comparison factors. The Potsdam matrices are not price lists. They apply within the respective sample and model limits. Living area, land value level, plot area, remaining useful life, year of construction, letting and other characteristics are expressly taken into account. Outside the respective scope of validity, the factors must not simply be extrapolated.

Model consistency is decisive

A published market adjustment factor, property yield or comparison factor can only be used properly if the property being valued, the model parameters, the reference units and the data basis fit together. This is exactly where the real expert assessment begins.

Do not mix terraced and semi-detached houses with detached houses

In 2025, 110 terraced and semi-detached houses were sold – 62% more than in the previous year. In average to very good structural condition, median prices per m² of living area were between around €4,800 and €5,500 depending on age band; for buildings from 2021 onwards, the report gives a median of €5,500/m² from only five sales.

The average market adjustment factor of 1.40 is well above that for detached and two-family houses. The report also shows a statistical dependence between the provisional cost value and the market adjustment factor. For the sales comparison approach, separate matrices by living area and land value level and adjustment factors for plot area and remaining useful life are available.

Within this sub-market, too, years of construction differ. Median prices per m² of living area in 2025 range from €4,810 for buildings from 1991–2001 to €5,500 for properties from 2021 onwards. However, the most recent group comprises only five sales.

Valuing Potsdam property precisely within the model

The Potsdam property market report provides unusually in-depth valuation data – from comparison factor matrices to property yields. It can only be used properly if the property, model parameters and data basis fit together. I carry out this classification for your property personally.

Property valuer for Potsdam, Babelsberg and the northern districts

I cover Potsdam from my Berlin office – from the historic city centre and the Brandenburger Vorstadt through Babelsberg and Bornstedt to Groß Glienicke, Fahrland and Marquardt. I also work in the rest of the state of Brandenburg: in Potsdam-Mittelmark, Havelland, Teltow-Fläming, Oberhavel, Barnim, Dahme-Spreewald, Oder-Spree and Märkisch-Oderland, and in Brandenburg an der Havel and Frankfurt (Oder).

The valuation committee distinguishes between the inner and outer city area and classifies residential locations from simple to very good. It analyses villas, terraced houses and flats as separate sub-markets – Potsdam purchase prices are not derived from Berlin figures.

Frequently asked questions

How does a waterside location in Potsdam affect the value of a plot?

Often markedly, but not on a blanket basis. For building plots with direct or indirect water access, seven usable sales in 2021–2025 averaged 1.4 times the standard land value; the observed ratios range from 100 to 245%. According to the valuation committee’s model, waterside plots and large villas require separate consideration.

Do the same market factors apply to terraced houses in Potsdam as to detached houses?

No. For terraced and semi-detached houses, the average market adjustment factor in 2025 was 1.40, well above the 1.06 for detached and two-family houses – both sub-markets have their own comparison factors, which are not interchangeable.

Is the standard land value already the value of my plot?

No. The standard land value is an average location value for a model plot within a standard land value zone. The specific plot may differ from it.

Do you also value apartment buildings and commercial property?

Yes. Besides residential property, I value apartment buildings, mixed-use buildings and commercial, production and industrial property.

Which valuation is right for my case?

That depends on the occasion, the type of property and the depth required. Before you instruct me, we clarify together which scope suits the purpose.
